Rainbow Effect On Image

Here's the Before and After Effect :

Hope You could follow the steps through the Captured Screens ^^).

Step 1: Open up your desired Image to Edit.

Step 2: Duplicate Background Image.

Step 3: Go to Brush Tool.

Step 4: Choose as many colours as wanted.

Step 5: Brush your colours to any part of your image.

Outcome of that:

Step 6: Go to Filter>Blur>Gaussian Blur.

With These Settings or you own settings:

Step 7: Layers Palette.

Outcome :
